The Raley's Cafeteria mentioned on the other board (at Stockton Boulevard and Bond Road in Elk Grove CA) was the site of a Raley's Miracle Mart, which was Raley's attempt at a big box discount/superstore in the early 1960s. I agree it was probably built that way by GU. The arches were very common among new and remodeled Big Star stores owned by GU starting in the mid 1980s.

A lot of stores used the numbers as a part of their parcel pickup scheme. The cashier would write the cart number on the receipt and the customer would drive up and claim her groceries with it. And then (dramatic pause) they'd load the groceries into her car for her...
