Was "Kids' Kounty" a predecessor to Child World/Children's Palace?

Recently, I came across a rather curious defunct store in the Houston, TX area...a 1970s shopping center had a large toy store (smaller than a big box toy store but much larger than others at the time) called "Kids' Kounty". The original article says it was a product of the "Lachman Rose Company", and it has four mascots, one of which being one Peter Panda.

A photo exists of the store when it was opened (in the late 1980s, the shopping center's facade was modified, but the windows remain), and note the window arches, which were very similar to Children's Palace/Child World construction:

Was this in any way of relation to the defunct toy store chain?

I don't think so for two reasons:

Child World/Children's Palace stores used different sized arches (one large, flanked by two smaller ones) in most locations, and they made up the bulk of the store's facade.

Additionally, the article mentions ownership by Lachman Rose, who was still operating them in 1981. Child's World was owned by Cole National (yes, the key people) by that point.
